This depends on your configuration.

If you have configured your account to not check the referees before sending, then as soon as the candidate has entered the referees details, and submitted the request, it will be automatically sent, with an update made to your WorkPro dashboard.

If your configuration is to check referees prior to sending, then only after you submit will the referee receive the request.
