The usage of a token is not discriminated to just registration tokens (individual requests). Token usage will also include Training Package Tokens (generic tokens) which are provided to the candidate through means other than a request generated from WorkPro e.g. external email communication or phone call. Bulk Requests using packages generate individual tokens.
